Section 5 makes the employer responsible for deducting professional tax from salary or wages before payment and depositing it with the state. An employee whose JPT is deducted through payroll does not ordinarily perform the employer's registration and return process personally.
An employer may also have a separate liability for its own trade or business. One certificate or payment stream should not be casually treated as satisfying both roles. The amended Rules combine the application into electronic Form JPT-01, but the portal and certificate still distinguish the relevant registration and enrolment capacities.
Proprietors, professionals and other self-employed persons
A person carrying on a listed profession, trade or calling in Jharkhand must check the relevant Schedule entry. The original Schedule includes, among others, legal and tax practitioners, insurance agents, medical practitioners, contractors, architects, consultants, property developers, petrol-pump operators, courier services and software consultants. Rates and experience or income thresholds differ by class.
For example, legal practitioners and specified consultants with up to three years' standing fall in the nil band, three to seven years at ₹1,000 per year, and more than seven years at ₹2,500. Each profession has its own test.
GST-registered and other businesses
The Jharkhand Commercial Taxes Department's S.O. 31 dated 19 June 2020 inserted Schedule Entries 8A and 8B with effect from 1 July 2017. They cover taxable persons registered or liable to register under the Jharkhand Goods and Services Tax Act, 2017 and taxable persons not registered or not liable to register under that Act, subject to exclusions stated in the notification.

Do not read this as a universal exemption for every business below ₹5 lakh. A specifically listed profession or business may fall under another Schedule entry. Where multiple entries apply, the Schedule's highest-rate rule matters.
What Are the JPT Salary Slabs in Jharkhand?
For salary and wage earners under Entry 1 of the Schedule, annual salary or wages determine the professional tax:

How to Apply for JPT Registration Online
The 2020 amendment modernised the old process. Earlier material refers to Forms JPT-101 and JPT-103. The Jharkhand Tax on Professions, Trades, Callings and Employments (Amendment) Rules, 2020 replaced those separate applications with electronic Form JPT-01.
Under amended Rule 3, a liable assessee applies electronically in Form JPT-01. An employer with locations under different registering authorities may seek consolidated enrolment through the authority for its declared principal place of work. A certificate in Form JPT-02 is system-generated within 24 hours, subject to later correction of wrong information.
The department's JPT registration manual directs new users to the Commercial Taxes e-service portal and then to "New Registration." Portal labels can change, so start from the Jharkhand Commercial Taxes Department rather than an unofficial registration link.
Prepare this information before starting:
- PAN, legal name and business-constitution proof;
- GSTIN, if registered or liable under Jharkhand GST;
- principal and additional Jharkhand work locations;
- authorised signatory identity and contact details;
- nature of the activity and annual turnover evidence;
- employee count, work locations and salary-band data; and
- payment details requested by the portal.
Section 7(3) says a person becoming liable after commencement of the Act must apply within 60 days of becoming liable. Do not wait until the annual return is due. If the details supplied in Form JPT-01 later change, amended Rule 5 requires an electronic amendment in Form JPT-01A within 15 days of the change, with supporting documents.
Save the application, acknowledgement, certificate and receipts outside the portal. Portals fail; statutory deadlines do not develop sympathy.
What Are the JPT Payment and Return Deadlines?
Registration is only the first control. A certificate without a payment calendar is administrative decoration.
Section 6 of the Act provides these payment rules:
- An enrolled assessee already enrolled at the start of the year, or enrolled on or before 31 May, pays by 30 June in the prescribed manner.
- A person enrolled after 31 May pays within one month from the date of enrolment.
- Other assessees, excluding salary and wage earners in Schedule Entry 1, pay by the 15th day of the month following the end of a quarter.
The 2020 amended Rule 8 requires an enrolled person to make online payment of tax, interest and penalty, where applicable, through the departmental portal in Form JPT-03 quarterly. After successful payment, the system generates the return or statement automatically.
Rule 12(3) also prescribes the annual return in Form JPT-203 by 31 October following the year concerned. Because payment statements and the annual return perform different jobs, do not assume a successful quarterly payment has closed the annual filing obligation.
For FY 2026-27:
- Recalculate annual salary bands after pay changes.
- Review own-business liability against the correct Schedule entry.
- Pay by the applicable Section 6 deadline.
- Reconcile deductions, payments and challans each quarter.
- File Form JPT-203 by 31 October after the relevant year unless officially extended.
- File Form JPT-01A within 15 days of a reportable change.

What Happens If You Do Not Register or Pay?
The tax itself tops out at ₹2,500 per person annually. The compliance cost of ignoring it can be much higher.
The Act provides several separate consequences:
- Late registration or enrolment: Section 7(5) permits ₹10 to ₹20 per day of delay for an employer and up to ₹5 per day for others, after an opportunity to be heard.
- False registration information: Section 7(6) permits a penalty from ₹100 to ₹1,000 for deliberately false information.
- Late annual return: Section 8(3) permits a penalty from ₹50 to ₹500 for each day of delay where there is no reasonable cause, after an opportunity to make a representation.
- Return without payment proof: Section 8(2) says a return without proof of full payment is not treated as duly submitted.
- Late payment interest: amended Rule 18 sets interest at 2% of tax payable for every month or part of a month of default.
- Non-payment after demand: Section 12 permits a penalty between 15% and 25% of the tax due, in addition to interest.
- Wilful non-disclosure or evasion: Section 9(5) permits a penalty from one-and-a-half times to three times the tax assessed in the circumstances stated there.
The authority can make a best-judgment assessment under Section 9 for failure to register or file. Section 13 allows recovery of tax, penalty, interest and other arrears as arrears of land revenue.
For an old gap, reconstruct the liability period, employee bands, turnover and payments before correcting it. Do not file random nil returns merely to make the dashboard green.
