A Kolkata business that misses its KMC trade licence renewal date can face arrears and late charges, while a new business may be unable to prove that it is lawfully enlisted at its premises. The document most owners call a “KMC trade licence” is officially the Certificate of Enlistment for Profession, Trade and Calling, or CE. Here is how to apply, calculate fees, renew and control it.
Do you need a KMC trade licence for your Kolkata business?
Section 199 of the Kolkata Municipal Corporation Act, 1980 requires every person engaged, or intending to engage, in a profession, trade or calling in Kolkata to obtain the applicable Certificate of Enlistment. KMC’s official licence FAQ repeats that requirement for activities within the KMC area.
The important boundary is jurisdiction. A KMC CE applies to a premises within Kolkata Municipal Corporation. A licence from Bidhannagar Municipal Corporation, Howrah Municipal Corporation, New Town Kolkata Development Authority or another municipality does not replace it. Likewise, a KMC certificate does not authorise a second premises outside KMC.
The requirement covers proprietors, partnerships, LLPs and companies. KMC’s 2026–27 schedule separately lists shops, offices, professional chambers, food businesses, workshops, warehouses and e-commerce. “We sell only online” is not an exemption.
A CE does not replace your other approvals
A KMC trade licence proves municipal enlistment. It does not approve food safety, fire safety, pollution control, building use, tax registration or employment conditions.
Depending on the activity, the same business may also need Shops and Establishment registration under the West Bengal Shops and Establishments Act, 1963, FSSAI approval under the Food Safety and Standards Act, 2006, fire approval, pollution-control consent, GST registration or sector permission from RBI, SEBI, Excise or the police.
The KMC online application asks applicants either to choose only the trade licence or use the combined route for trade licence and Shops and Establishment registration. That combined screen is convenient; it does not merge the two laws into one approval.
Which documents should you prepare before applying?
KMC’s guidelines under Section 199(2), issued by the Government of West Bengal in September 2019, list the general documents for a Certificate of Enlistment. Copies should be self-attested.
Prepare this core file:
- Completed application and self-declaration. The business name, activity and commencement date must be accurate.
- Government photo identity. KMC’s guideline lists documents such as PAN, Aadhaar, voter ID or driving licence.
- Proof of business-premises occupancy. Accepted examples include a property-tax bill or receipt, conveyance deed, lease or sub-lease, leave-and-licence agreement, rent receipt, qualifying owner NOC, electricity bill or post-paid telephone bill.
- Entity document. A partnership should provide its partnership deed. A company or LLP should provide the relevant Registrar of Companies certificates or documents.
- Activity-specific permission where required. The guideline specifically identifies regulated activities such as securities, import-export, financial services, explosives, liquor and arms, for which the appropriate authority’s clearance may be required.
- Authorisation. If a manager or representative files for a company, keep the board resolution or authority letter ready.
KMC’s older procedure page refers to a property-tax receipt, but the later 2019 guideline accepts wider occupancy evidence. Follow the latest online checklist for your category and preserve what the portal accepted.
Fix these four mismatches before uploading
Most avoidable delays come from inconsistent records, not obscure law. Check that:
- the legal entity name matches the incorporation record, PAN and application;
- the premises number, street, ward and PIN match the occupancy proof;
- the floor area and air-conditioning status are correct because they can affect fees under Sections 435 and 435A of the KMC Act; and
- the selected “nature of trade” describes what the business actually does.
KMC’s current fee schedule says the nature of trade should match, or be closest to, a listed category. It permits two logically or legally compatible trade descriptions on one CE; if two do not cover the full activity, separate certificates may be required. Choosing a cheaper but inaccurate category is not clever accounting. It creates a defect in the licence itself.
How do you apply for a KMC trade licence online?
Use the official KMC Certificate of Enlistment portal, not an agent’s payment link. The portal provides new applications, changes, closure, status search, payable-demand checks, payment and receipt-cum-CE reprinting.
Follow this sequence:
- Confirm KMC jurisdiction. Verify the ward and premises.
- Select the application route. Choose only Trade Licence or Trade Licence with Shops and Establishment registration, as applicable.
- Enter the constitution. Select proprietorship, partnership, company or LLP correctly.
- Enter premises data. Provide the assessee number where available, ward, premises number, street, area, occupancy type and air-conditioning status.
- Describe the activity precisely. Put the main trade first; avoid “services” when a listed category fits.
- Add proprietor, partner, director or manager details. For companies and LLPs, provide the CIN or LLP identification details requested by the form.
- Upload documents. Ensure every page is readable and consistent.
- Preview before submission. Errors in the premises, constitution or trade category can later require a change, closure or fresh CE.
- Pay only through an official channel. Save the application number and e-receipt.
- Check the issued CE. Verify the legal name, address, activity, validity, fee heads and certificate number.
KMC’s FAQ gives an expected issuance time of seven days, subject to the case. For delays, contact the relevant unit licence officer; excessive delays can be escalated to the Chief Manager (Licence).
A payment receipt does not replace a correctly issued CE.
What are the KMC trade licence fees for 2026–27?
There is no single flat KMC trade licence fee. KMC’s official 2026–27 rates, taxes, fees and charges classify activities and combine charges under relevant sections of the Kolkata Municipal Corporation Act, 1980. The schedule also includes a processing fee and, for some categories, area-based or solid-waste charges.

“Table 1” is the area-based fee under Sections 435/435A. For 2026–27 it starts at ₹60 for premises up to 60 sq. ft. and rises by bands to ₹2,500 for 1,901 sq. ft. and above. The schedule says the Section 435/435A charge is doubled, subject to a ₹2,500 maximum, where the place of trade is air-conditioned, even partly.
Food businesses and other specified establishments can also attract Section 421 or solid-waste charges. From 2023–24, KMC’s schedule says its Solid Waste Management Department raises a separate demand for establishments of 500 sq. ft. and above, and for eating houses, hotels, restaurants, bars and sweet shops irrespective of area. Where applicable, CE issuance or renewal follows payment of those solid-waste charges.
Select the precise trade prefix, area, air-conditioning status and linked fee heads, then compare the portal demand with the official schedule.
Are rebates available?
The 2026–27 schedule provides a 50% rebate on issuance or renewal fees for Small Scale Industries and IT industries. It also lists rebates for specified small workshops, handicraft activities, unemployed youth and self-help groups. The schedule excludes Companies Act companies and commercial LLPs from certain waiver provisions.
Keep the industry evidence and confirm that the selected constitution and trade category qualify.
How do you renew a KMC trade licence without late charges?
KMC issues or makes available a renewal demand stating the fee and due date. Its FAQ says that payment of the demand, together with the payment receipt, is treated as the CE for renewal purposes. The portal also lets certificate holders check demands, make payment and reprint the e-receipt-cum-CE.
For financial year 2026–27, KMC announced that new and renewal CE services opened on 4 April 2026, and fixed 31 July 2026 as the last date for renewal without late fee.
Use this renewal checklist:
- verify the CE number, business name, premises and nature of trade;
- check whether the entity, address, area, air-conditioning status or activity changed;
- clear any linked solid-waste or other demand shown by KMC;
- pay through the official portal or authorised KMC channel;
- download the e-receipt-cum-CE and verify the financial year or validity; and
- save the demand, receipt and renewed certificate in one evidence folder.
What happens after the renewal deadline?
KMC’s published materials are not perfectly harmonised. The current 2026–27 fee schedule states that a late fine of ₹50 per month applies after the date specified in the demand notice. KMC’s licence FAQ separately says a one-year defaulter may be liable for two times the current-schedule fee, a two-year defaulter for three times, and a default of three years or more for four times, together with arrears and penalty.
Do not guess which formula applies to your record. Use “Check Demands Payable” on the official portal, print the unpaid demand, and obtain a written breakup from the Licence Department if the amount is unclear. Pay against the CE number and retain the full demand - not merely a bank debit message.
If no demand notice arrived, KMC’s FAQ tells the trader to submit the original last-paid CE at the relevant unit office so a duplicate demand can be issued. Non-receipt of a notice is not a safe reason to ignore renewal.
When must you amend, close or replace the CE?
Renewal is not the right process for every change. KMC’s 2026–27 schedule treats major changes more seriously than minor corrections.
It identifies changes such as the business name, constitution, address, nature of trade or proprietor’s name as major. The schedule says these may require closure of the previous CE and a new CE on the modified information, with the applicable fees. Minor matters such as a change in area, partner or director, or addition to an existing trade may be processed as a change under existing norms.
Before altering the premises or business, check the current KMC route for:
- change of address or premises;
- change from proprietorship to partnership, LLP or company;
- addition of food service, storage, manufacturing or another activity;
- increase in floor area or installation of air conditioning;
- correction of the holder’s details; or
- permanent closure.
For closure, KMC’s FAQ requires fees to be paid up to date for the financial year and a closure application with the current paid CE. A partnership may need its dissolution deed; a private company may need relevant Registrar of Companies documents. Leaving an unused CE open can allow new demands to continue.

The usual failure is scattered ownership: the deadline sits in an agent’s WhatsApp, the receipt sits with accounts, and the certificate names an old activity.
Maintain one record with:
- CE number and exact legal entity;
- premises, ward, assessee number and floor area;
- nature of trade and linked activity-specific approvals;
- validity, penalty-free renewal date, demand and receipt;
- responsible owner and reviewer;
- change triggers for address, constitution, activity and area; and
- a copy of the final e-receipt-cum-CE.
