How do you distinguish a draft from an effective rule?
On the review date, Maharashtra's official notifications list labelled the Maharashtra Occupational Safety, Health and Working Conditions (Labour) Rules, 2026 and the separate Factories and Other Ports rules as state drafts. Under section 2(1)(d) of the Occupational Safety, Health and Working Conditions Code, 2020, the “appropriate Government” determines the relevant central or state jurisdiction.
