What it means in practice

MPCB Consent to Establish (CTE) is administered by Maharashtra Pollution Control Board (MPCB). The obligation is grounded in Water (Prevention and Control of Pollution) Act, 1974 + Air (Prevention and Control of Pollution) Act, 1981 (Water Act Sec 25; Air Act Sec 21).

Pure dry weaving may qualify for the simpler Green-category CTE; if the unit does sizing or has a captive DG set, expect Orange-category process.
