Shops and Establishments Registration (state-level) is administered by State Labour Department. The obligation is grounded in State-specific Shops & Establishments Acts (Bombay 1948; Karnataka 1961; Tamil Nadu 1947; Delhi 1954; UP 1962, etc.) (Section 4-5 (Registration)).

Some states (Karnataka, Maharashtra, Delhi) have moved to lifetime/5-year validity; others (Tamil Nadu, UP) retain annual renewal.
