What it means in practice

State PCB Consent to Establish (CTE) is administered by State Pollution Control Board (under CPCB framework). The obligation is grounded in Water (Prevention & Control of Pollution) Act, 1974, Section 25; Air Act 1981, Section 21; CPCB Sectoral Classification 2025 (Water Act Sec 25; Air Act Sec 21).

White category units are exempt from CTE/CTO since the 2016 CPCB office order — only intimation needed.
